    An Innovation Economy Already

    China has transitioned from a beneficiary to a creator of international intellectual property. China has prioritized the construction and improvement of an IP protection system as it's the basis for pursuing a knowledge-based economy. The construction of such a system, however, can't be accomplished overnight. China is a latecomer in the construction of an intellectual property system. Compared with The Patent Act of 1790, the first patent statute passed by the federal government of the United States, China's first patent law was not introduced until 1984.

    China to Create System of Professional Titles for Specialized IP Majors

    China will award professional titles for those graduating in specialized intellectual property (IP) majors, a move an analyst said was intended to advance the proficiency and team building of IP professionals, amid pressure from the US over allegations that Chinese firms have stolen IP from American companies. The Ministry of Human Resources and Social Security (MHRSS) recently released guidelines to advance reform to the title system for professionals working in fields related to economics. They will establish majors specializing in IP and grant professional titles that will be named after the major, online news site people.com.cn reported Friday.

    Trademark Official Fee Partially Reduced

    According to the Notice of the National Development and Reform Commission and the Ministry of Finance on Reducing Some Administrative Charges, since July 1, 2019, some trademark registration fees shall be lowered, specifically including: 1. The fee for renewal of trademark registration shall be reduced from 1,000 RMB to 500 RMB.

    Supreme Court Issues Judicial Interpretations, Technical Investigator System Fully Implemented

    On January 28, 2019, the Judicial Committee of the Supreme People's Court passed the Regulations of the Supreme People's Court on the Participation of Technical Investigators in Litigation Activities of Intellectual Property Cases" (hereinafter referred to as " Regulations"). According to the Regulations, the system of technical investigators would be implemented in the people's courts for hearing technical IP cases. The Regulations has come into force since May 1, 2019.

    CNIPA Commissioner Shen Changyu Inspecting the IP Work of Beijing

    On May 21, 2019, China National Intellectual Property Administration (CNIPA) Commissioner Shen Changyu led a delegation to inspect the IP work of Beijing, and Vice-Mayor of Beijing Sui Zhenjiang participated in the inspection. Shen Changyu fully affirmed the achievements and progress of the IP work of Beijing, and remarked that Beijing's IP work not only played a significant role in building a good environment for innovation and business, but also served as a window to demonstrate China's good image in IP protection to the world. CNIPA would continue to strengthen the cooperation with Beijing Municipal Government and fully support the establishment of Beijing as a leading city in IP. Sui Zhenjiang said that Beijing Municipal Government attached great importance to the work of IP, and that IP played a decisive role in the establishment of Beijing as a scientific and technological innovation center of global influence. In the future, Beijing would continue to promote its creation, protection and application of IP, and speed up its establishment as a leading city in IP.

    WIPO Chief Hails China's IP Efforts

    The head of the World Intellectual Property Organization, or WIPO, believes the just concluded Second Belt and Road Forum for International Cooperation is important for the protection of intellectual property rights, as well as support for multiculturalism. "It is a wonderful opportunity for stocktaking and fostering momentum in our planned activities, as well as the exploration of new projects in the area of IP (also known as intellectual property)," said Francis Gurry, director general of the WIPO. He was in Beijing attending the forum, which closed on Saturday.

    China Spends Big on IPR Royalties Values Innovation More

    China has been lavishing money on intellectual property right (IPR) royalties with a 20-year streak of double-digit growth amid efforts to close a longstanding gap in technology and innovation. China's external payments of IPR royalties rose 24 percent year on year in 2018 to 35.8 billion U.S. dollars, resulting in a deficit of 30.2 billion dollars, the latest data from the State Administration of Foreign Exchange (SAFE) showed. This marked an average annual growth of 22 percent from 1997 to 2018 in the IPR royalty payments.
